Park, The

Go over to the triangle building and knock on the door. Then, talk with the man and choose all the options. Then, skim your hands through the water and take the hook. Next, stick the hook onto the rope in your inventory. After that, go "fishing" with the hooked rope and another rope will latch on. Use the resulting rope with the hole.
